Cly Kullervo is the Mandalorian bounty hunter of Star Wars Zero Company. As one of the game's story companions, Cly comes with a fixed identity and a class no other companion can have. So, to help you use her to the fullest, this build guide walks through how to recruit her, what her default kit actually does, and the best build to get the most value from her kit.
How to Get Cly Kullervo
Unlike most of your squad, you cannot recruit Cly through the main story path. Moreover, you won't even stumble into her during a normal mission. Instead, she will show up on her own terms.
Around Cycle 14, Cly walks into Hawks' office at The Den unannounced and makes an offer that she will join Zero Company for free, no strings attached in terms of cost, as long as you agree to help her with a personal mission later on.
To unlock Cly, you just need to take the deal and hire her. There's no downside to accepting. Worst case, it just opens up optional side quests which you can choose to ignore later if you decide not to follow through on her personal quests.
Cly Kullervo Default Class Explained
Cly Kullervo's default class is the Mandalorian Warrior, which is an exotic specialization that isn’t on any other companion in Zero Company. She's also the only operator who can equip Mandalorian armor cosmetics.
Every story companion has a fixed Signature talent tied to their identity, separate from the normal talent pool. For Cly, that's Combat Jump talent, which is basically her jetpack. This skill lets her leap to a target location and pushes nearby enemies out of position on landing.

Cly's kit is built around a simple loop which is to tag enemies with Electroweb Dart (which costs Advantage instead of AP, so it doesn't affect her turn), then detonate everything at once with ElectroWeb Surge for huge damage.
This combo is especially strong against Elite and Heavy enemies which normally take multiple turns to deal with, because the darts don't trigger Overwatch or Retaliation and ignore Evasion and the damage from Surge ignores defense.
Best Build for Cly Kullervo
Since Cly has an Exotic Class, the Combat Jump talent persists through any respec. You can put her into a completely different primary class, and she will still have the jetpack skill.
That said, the Mandalorian Warrior kit is strong enough that you are better off keeping her in her native Warrior class than replacing it. Her combo hits hard and scales well, so there's little reason to abandon it unless you specifically want a different playstyle.
Best Secondary Specialization
Gunslinger is the strongest secondary pairing for Cly. It has the same Critical Damage and Critical Chance stacking her Ruthless passive already provides, and it gives her a cheap, repeatable pistol attack for the turns when you don't have enough Advantage for her ultimate combo.

NOTE: An alternate secondary spec would be Scout. The Scout's Combat Recon grants Advantage for every enemy in range when used, and the Tactical Timing passive also directly supports her Dart/Surge combo
Best Weapon
Cly Kullervo's character is all about mobility and burst damage, so a Repeater is the go-to weapon. It's built for diving into a flank and spraying damage into grouped enemies, which is exactly the position you would want her in. This is especially good when you are setting up her combos.
NOTE: If you would rather prefer to have steadier mid-range fights between jumps instead of an all-in burst weapon, a Blaster Rifle is a solid alternative.
Cross Training Priorities (Bond Perks)
Bonds build between operators who deploy together, and grant Cross Training bonuses shared by both characters. For Cly, you should prioritize the following bonds:
